The rubric that you use most frequently to conduct observations will populate by default whenever you start a new observation. This is for your convenience so that you do not need to choose a new rubric every time.
However, if the template is not what you use most frequently, your Admins may have a specific template specified to appear for all users as the default option.
If you want to switch rubrics, you can do so from the 'Select a Data Form' dropdown to the top-left or top-right side of the rubric, depending on the type of rubric template you are completing.

If you do not want your most frequently used rubric to populate by default, you can manage this in your Account Settings by toggling 'Automatic Selection of Most Used Rubric' to 'Off' underneath the 'Observation Options' section.
